Trade associations are set up too represent the interests of their members and are set up for non-profit purposes. ABTA and ATOL are trade associations for the travel trade industry.
These associations are what travel agents become part of to reassure that their customers are getting the best service they can as a type of insurance. travel agents have to follow specific rules and regulations to be part of the associations.
It is a good idea to book a holiday as a package holiday with a travel agent that are part of an association because if the flight company goes bust you have the back up off ABTA or ATOL to know that they will sort the flight out for you free of charge. If you are flying with a an airline only you probably wont have that benefit.

Regulatory bodies...

 Regulatory bodies make sure that all travel and tourism operators serve the travelling public safely, fairly and efficiently. There are different types of regulatory bodies such as:
Global - ICAO regulate international transport services.
European - introduces consumer protection measures for travellers such as the package travel regulations.
National - UK government is responsible for legislation concerning, for example, health and safety at tourist attractions and airport security.
